Cobb, A. B. (1974). Special problems in rehabilitation. Springfield, IL: Charles C. Thomas.
Cobb's book sets a clear direction for rehabilitation counseling by arguing that rehabilitation counseling is more than providing tangible services to those with disabilities. It includes helping individuals with disabilities cope with the psychological aspects of their problems. Individual chapters are devoted to the public offender, the disabled disadvantaged, the addicted, the visually disabled, severely disabled clients, emotionally disabled clients, and those with cancer.

Cull, J. G., & Hardy, R. E. (Eds.). (1977). Vocational rehabilitation: Profession and process. Springfield, IL: Charles C. Thomas.
The editors selected articles that cover the history and efforts towards professionalization beginning with vocational rehabilitation in the 1920s through the 1960s federal support for rehabilitation of persons with disabilities. The editors show the development of the profession from education to social work to vocational guidance. They conclude that rehabilitation counseling is a unique amalgam of these three roots.

Tarvydas, V. M., & Cottone, R. R. (1991). Ethical responses to legislative, organizational, and economic dynamics: A four-level model of ethical practice. Journal of Applied Rehabilitation Counseling, 22 (4), 11-18.
This article explains that there are four levels of concern when making ethical decisions: the clinical counseling level, the clinical multidisciplinary level, the institutional/agency level, and the societal resource/public policy level. This work also covers legislation, organization, and economic issues regarding rehabilitation counseling.

Roessler, R., & Rubin, S. E. (1988). Case management and rehabilitation counseling: Procedures and techniques (3rd ed.). Austin, TX: Pro-Ed.
As advertised, this is a technique book that describes methods of treatment planning and case management.
